JNS BLOG EXCLUSIVE: "The Devil" Is Being Exorcised From 3020 6th St. N.

Word comes from a highly-placed and reliable source as follows: CitiMortgage no longer owns 3020 6th St. N. Somehow, they managed to unload that sucker on Deutschebank, which now owns this notorious Pandora's box of drug and prostitution evil, located in the very heart of our planned Eco Village utopia, THE NECESSARY FINAL PIECE IN THE PUZZLE OF OUR MASTER PLAN!!!!

CURSES!!!!

There is good news, however....

The current owner, Deutschebank, and the current servicer, American Home Mortgage Servicing, are working closely and cooperatively with the Hawthorne Neighborhood Council to remain within the letter of the law while actively achieving the goal of throwing the crackhead scum out in the street. Legally.

This is my characterization, and not that of my source, who would never say "crackhead scum," even off the record, but would remain polished and professional.

This is what the people need to know: everything is going well. Have faith. Urban utopia is just around the corner and we've already seen two months with NO REPORTED CRIME in the Eco Village. With 3020 6th St. N. soon going down, now is the time for home owners to buy, buy, buy in the area near 3020 6th St. N.

CitiMortgage Messes Over The Hawthorne Neighborhood AGAIN! (What part of "We will sue you?" don't they understand?!)

Further information has come loose in regard to the alarming situation at 3007 3rd St. N.. the subject of some earlier posts.

Evanner Haymon, the former owner of the notorious "pill house" at 3020 6th St. N., which is facing eviction and evacuation any moment, has become the owner of 3007 3th St. N., which sits nestled between an apartment complex and homes. The homes hold senior citizens and a vulnerable non-English speaking family with at least one small child. HOW CONVENIENT!!!!

Well, guess who is helping Evanner Haymon to own this property and (we presume) set up shop there?

Oh, no fair, you read the headline. Yes, that's right, it's...

...our old foe CitiMortgage, which is listed in a public record as the "servicer" of the loan. (This information is second hand, but I trust the source. Contrary or additional info is welcomed. See comment threads below)

CitiMortgage was the subject of a lawsuit by the Hawthorne Neighborhood Council--I do not speak for the HNC--which asserted "improvident lending." This novel lawsuit--which reportedly made mortgage companies all over the United States lose sleep and break out in night sweats over the possible legal outcomes--was settled out of court.

Nobody really expected CitiMortgage to clean up its act in the wake of the lawsuit, but at a minimum we expected they'd clean up their act IN THE HAWTHORNE NEIGHBORHOOD. We were all acting under a presumption Evanner scraped up some cash and bought this property. Now we find out the former owner of the "pill house" at 3020 4th St. N. allegedly has a friend in the banking industry: CITIMORTGAGE.

This news may take some of the steam out of the Hawaiian theme party we were planning to have when 3020 6th St. N. is evacuated. In the meantime, it's my (unpaid and increasingly burdensome) job to help spread the word: LAWYERS ARE INVOLVED. There will certainly be some attempt to contact CitiMortgage.

I wonder if they'll just ignore the communication like they did before, which was why we (that is to say, the HNC, an entity I do not speak for) HAD TO SUE THEM!!!!!!

I've seen the flurry of emails, but I don't have copies. One neighborhood leader said it appeared "sadistic plans" were being laid to create drug customers at the apartment complex next door to 3007 3rd St. N. (Late at night, with lights on and newspaper taped over a window, the house at 3007 ALREADY looks like it may be occupied though heaven knows if it has plumbing) A city official said he/she feared the residents of 3rd Street North would be "terrorized" like the residents of 6th St. N. had been, by drug and prostitution activity.

ALL THE NEIGHBORHOOD MOVERS AND SHAKERS who need to be involved in this matter are involved, and a regulatory services vehicle was seen at the property just this morning.

I'd like to point out all this activity started with a single anonymous comment on this blog, pointing out Evannor Haymon now owns that property. Gee, imagine what this neighborhood could accomplish if we could actually SEARCH PROPERTIES BY NAME OF OWNER on the clunky City of Minneapolis property website? Like city officials can?

WE WOULD HAVE BEEN ON THIS SITUATION BACK IN OCTOBER OF 2008!!!!!

No Sympathy For "The Devil" From Jeff Skrenes, The "Hawthorne Hawkman"

Hawthorne Housing Director Jeff Skrenes posted photos on his Facebook profile of the worrisome situation at 3007 Third Street N., discussed in my previous blog post. The title of Jeff's Facebook photo album was "No Sympathy For The Devil." 



We have struggled so hard to get rid of the drug house at 3020 6th St. N., so HELL (excuse me) if we want to see a drug house pop up all over again at 3007 3rd St. N., just blocks away. THERE IS NO UNOFFICIAL ZONE OF TOLERANCE! THERE IS NO QUASI-OFFICIAL RED LIGHT DISTRICT, HERE! Drugs, pimping, prostitution must get out, out, OUT of North Minneapolis.



Here are some of Jeff's photos and some of mine telling the story of our foray to that property, which residents recently learned was purchased by Evannor Haymon, whose rental at 3020 6th St. N. was raided REPEATEDLY for drug activity before being lost to foreclosure.



That's not to say the drug activity STOPPED after the foreclosure and expiration of redemption. Oh, heavens no! By that statement I simply mean Evannor's OWNERSHIP was lost to foreclosure. Obvious signs of drug activity are still going on--most likely as I type these very words--but evacuation of the residents is expected on or about May 10.

In the first photo, hmmm, how can I put this...?



PARANOID MUCH?!!!



To be perfectly fair--give The Devil His due, I say--that surveillance camera may have been on the exterior of the house before the current owner. Incredibly, it is not pointed OUT IN THE STREET where trouble usually comes, at least the kind of trouble DECENT people worry about. No, instead the camera is pointed into the middle of the block, as though somebody might try to "outflank" the house and come up from behind.



Second: Bangkok Deli, where sticky rice and other sustaining foods are available for the hungry revitalization warrior always on the go.



"Before you find yourself in a sticky revitalization situation, try our sticky rice!"



Third, chocolate-covered doughnuts and coffee at the home of an upstanding citizen, as the informal neighborhood social network is used to spread information about the situation at 3007 3rd St. N.



Last, a view of the house in question. This is what $10,020 gets you in North Minneapolis, so....



BUY IN AND JOIN OUR FIGHT! We are winning, we are turning this place around, and we will live in safe, pretty houses that go up, up, up in value.



Divorced daddies and mommies, urban adventurers with packs of children in tow, sensible country boys attracted to big city lights, ultra-frugal environmentalists, cops and soldiers and security personnel, NOW IS THE TIME TO BUY, BUY, BUY in the very toughest corners of North Minneapolis and wrestle away real estate from slumlords and bad actors, reaping our rewards in good time: valuable homes in the middle of an urban utopia that we will get the historical credit for creating.

Hawthorne Housing Director Spreads The Alarm To Every Middlesex Village And Farm...Well, Part Of Third Street North, Anyway

News of a disturbing development on Third Street N. started as nothing more than a cryptic, anonymous post on this blog: Evanner "The Devil" Haymon, former owner of the notorious pill house at 3020 6th St. N., had managed to get himself another piece of property after losing much of his empire to foreclosure:



He had managed to snap up 3007 3th St. N.



First of all, I know this property well...



I had been inside the house when buying a salvaged and repaired lawnmower from "Lawnmower Man," a little episode I wrote about on this blog. So I was inside and--judging from what LOOKED like a jug of urine (could have been Mountain Dew, though) I don't think the house had plumbing. The ceilings were falling apart and--while I watched, trying not to let my amazement show--one of the country boy rednecks living there BANGED ON THE CELING WITH AN AXE to wake his relative, so the relative could come downstairs and sell me a lawnmower, salvaged at curbside and raised from the dead with added parts like Frankenstein.



So, yeah, the property was rough.



But then it went into foreclosure, past redemption, and it was lost. Lawnmower Man moved away, and I wrote about THAT too. So I had picked up plenty of nuggets of info about the house. At one point, I had briefly considered buying the house but I decided it was just too rough. Also, the word from Lawnmower Man was a certain neighbor would call the police CONSTANTLY over minor property issues arising over their shared driveway, and she could never be appeased.



So, yeah, I can definitely see a confrontation a-brewing now that "The Devil" has purchased this piece of property. A "Stop Work Order" slapped on the door shows inspections caught Evannor red-handed, working without a permit, on or about April 10. Subsequently, Evanner went and got a permit. It is posted in a front window, and appears to be the same exact blue sheet of paper that Hawthorne Board Chair Peter Teachout saw Evanner holding at the city office where you apply for permits.



What a small world! And, by the way, I've seen his name also spelled "Evannor," and I have seen "Haymon" spelled "Haywood."



 We are worried that when the "pill house" at 3020 6th St. N. gets shut down, "business operations" might be moved to 3007 3rd Street N., just a few blocks away. So committed is Evannor to the neighborhood that he has made this property his HOMESTEAD. A true urban pioneer is Evanner!



And, I might add, 3007 3rd St. N. is a lovely place for a pillhouse! The highway sound barrier creates a feeling of splendid isolation, and there's an apartment complex to one side--plenty of potential customers THERE--and all around are mostly senior citizens plus vulnerable non-English speaking Hmong refugees with little children.



Once I confirmed the alarming veracity of the info about "3007" with online city records, I fired off an email to Jeff. And that pretty much set the course of Jeff's morning. By the time I meandered over to the Hawthorne Neighborhood Council office to give some assistance with photos on their website, Jeff had been to the property and scoped out the situation. We agreed to go over there and eat lunch in the street near 3007, just like we sometimes eat lunch in front of 3020 6th St. N.



You see, when we eat lunch in front of the "pill house," ready to call 911 at evidence of drug-dealing, our mere presence appears to substantially disrupt the drug dealing. The nervousness, the tension, the hostile glaring looks are painfully obvious. All the more reason to "do lunch" in this way.



Of course, if the druggies at 3020 think that's the ONLY time they're being systematically observed--even photographed and videotaped--they're even MORE addled than you might expect of a druggie.



So Jeff and I grabbed some food at Bangkok Deli, and Jeff mentioned to the owner how his food "sustains" us as we sit and disrupt drug traffic. Hearing this, the owner gave Jeff some free sticky rice. We went over to 3007 6th St. N., and it was a special moment, me and Jeff's first stakeout at 3007 3rd St. N. after spending SO MUCH TIME staking out 3020 6th St. N.



Naturally, we ended up talking about how Connie Nompelis (No-bell-iss) makes great bread pudding, using dumpster dived bread. A finely-aged bread is the secret to a great bread pudding, I think.



Mmmmm. Bread pudding.



After we ate, Jeff was determined to go around the neighborhood, knocking on doors, letting the neighbors know the situation with 3007 3rd St. N. One neighbor was not home. Another neighbor was a Hmong family, therefore best contacted through one of our contacts with the Hmong community. However, we hit pay dirt--plus coffee and doughnuts--at another house.



I'd been introduced to these neighbors ONCE by a mutual friend, MONTHS ago. But they were very involved people, holding down that part of Third Street North, keeping it safe. We were greeted, recognized immediately as friends and allies, and told to pull up a chair at the kitchen table. It is always amazing to meet somebody who has lived in North Minneapolis for so long, and seen so many changes. These neighbors had been around since 1963. Back in '63, they said, nobody bothered to lock their door, the neighborhood was THAT safe.



Like most long-time neighbors, they do not describe houses with a mish-mash of street numbers, in the manner of newcomers like myself and Jeff Skrenes. The house at 3007 Third St. N. was "Grizzie's House" (spelling of "Grizzie" unknown) and it sat next to "Windy's House."



There wasn't much we could do or promise, other than make contact and help spread word along the informal social network of decent residents: 3007 Third St. N. is owned by a disreputable person. Be aware, be alert, and we will try to keep you informed as the neighborhood association (not individual neighbors) deal with the bureaucracy to get some action, as well as taking action ourselves, up to and including sitting on the street and monitoring the (expected and anticipated) drug traffic, preferably while eating sticky rice.



I should make it clear we don't want Evanner Haymon treated UNFAIRLY. Oh, heavens no!



We only want him treated the same as any other slumlord whose property is a nexus of constant drug activity, as evidenced by police raids and arrests, and who doesn't bother to get building permits before doing work.



That's really all we want.



Well, snacks are nice, too. Doughnuts. Coffee. Freegan bread pudding. Sticky rice.



A yummy snack or two goes a long way as bachelor buddies fight the endless battle to revitalize a neighborhood, and create urban utopia.



There was one encouraging thing about today's events: talking to those neighbors over coffee confirmed things are REALLY CHANGING in that part of the neighborhood. There has been a substantial decrease in crime and overt social disorder, especially since the demolition of 3119 4th St. N. and 3101 6th St. N., the "Apartment Complexes of Anarchy."



Addendum: information came subsequent to the completion of this blog post that the last purchase of this property, according to incomplete and possibly unreliable data, was in October, 2008, for a mere $10,020 dollars. Further info came from Jeff as follows: the Stop Work Order involved only work done to the outside deck, not other work. Jeff posted pictures of 3007 3rd St. N. on Facebook, under the title "No Sympathy For The Devil."

Former Crack House Slum Lord Concedes Defeat! Massive Eco Village Victory Close At Hand!

This notable incident happened about two weeks ago, but I only just received a firsthand account today from the Chair of the Hawthorne Neighborhood Association, Peter Teachout.

Regular readers are quite familiar with my unceasing drumbeat coverage of 3020 6th St. N., a place identified by a high ranking 4th Precinct police officer as a "pill house." With drug customers going in and out more or less openly, this filthy fly sits right in the middle the metaphorical ointment of our Eco Village cluster project; past foreclosure, past redemption, but hanging on by...

...a thin thread of renter's rights until on or about May 10, 2009. The house was owned by Evannor Haymon, a shrewd self-made man who gets his money any way he can, rather like Old Scratch will get souls by any means necessary.

Like face-to-face encounters with The Devil Himself, encounters with Evannor "The Devil" Haymon are rare and rather scary. So imagine the surprise of Hawthorne Board Chair Peter Teachout to run into Evannor in downtown Minneapolis, standing in line behind Peter at the "Plan Review Department."

Peter may have said, "Get thee behind me, Satan!" but what would have been the point?

Evannor was holding a blue piece of paper--Peter said it looked like a building permit application--and a white print out which looked like the standard instruction sheet.

What do you say at moments like this? "So, you know, I got a new truck after the last one was torched on the Fourth of July," could be a place to begin or possibly, "Well, I see business is still brisk at 3020 6th Street North. I guess some things are recession proof!"

Peter asked if Evannor was applying for a renal license.

"No," said Evannor. "You guys pretty much shut me down on that front."

Then Evannor added some stuff about how "people gotta eat" and something like "I guess you got a problem with how some people make their money."

"People gotta EAT?!" I responded, when Peter told me this story. I pointed out the whole "people gotta eat" argument was deeply flawed in its presumptions. Clearly, there is a range of choices in life--legal and illegal--and it's not like crack dealers and prostitutes have been deprived of every other choice, except immoral and illegal choices.

"People gotta eat" may be an argument that can be made amid plane crash debri on a snowy South American mountain, when clearly cannibalism is the only choice to remain alive. In that case, every choice has been taken from you, leaving only horrible opinions as alternatives. However, this argument falls flat in an environment where many, many other choices exist besides prostitution and drug dealing.

All the same...an admission by Evannor like "you guys pretty much shut me down on that front" is very significant. After all, it was Evannor who put forward the argument--over and over, in a variety of ways--that North Minneapolis would NEVER CHANGE and crazy people who grew up in small towns and move to North Minneapolis thinking change is possible are just going to get themselves killed.

Now Evannor concedes change has come. This might be a good time to note the SECOND MONTH IN A ROW WITH NO CRIME REPORTED IN THE ECO-VILLAGE. This area used to be the worst in North Minneapolis. Now it is being radically transformed.

However, crime stats don't tell the whole story, so I refuse to get all excited about such numbers. Crime happens constantly in the Eco Village, since 3020 6th St. N. continues to function (more or less openly) as a "pill house." Since the police are only going to raid 3020 6th St. N. from time to time, this ongoing drug crime doesn't show up on the stats, but it shows up in how people FEEL who are forced to live with constant crime happening right under their nose.

But even the horrible stuff that DOESN'T make the crime stats is changing. This is the "end game" at 3020 6th St. N. One day crackheads will stand at the door and knock, over and over...and nobody will answer. This is not a sunny prediction about a far-off utopian future. That day appears to be just weeks away.

JACC Wants Its STUFF Back--Talk Of Identity Theft, A Witness To The Crime, Going To Feds, "Linden Hills Wouldn't Get Treated This Way"

As this blog previously reported, "New Majority" JACC Secretary and force-of-personality Anne McCandless recently renewed the call for decisive legal action to get back JACC's stolen records and office equipment. The files and computers are not just believed but apparently now KNOWN to be in the possession or at least under the control of some or all of the "Old Majority" JACC members, ousted from officer seats in a contentious and colorful January 14 board election.

However, making life more complicated is the fact some of these "Old Majority" do still retain board seats on the "New Majority" led board, such as Ben Myers, attorney at law. Also, the "Old Majority" considers itself to be the actual JACC board, with the "New Majority" mere imposters and interlopers. As if THAT wasn't complicated enough, the "Old Majority" has a lawsuit in the court system against--among MANY others--the City Attorney's Office for its role in daring to give recognition to the "New Majority" board members. So it gets kind of complicated for the City Attorney's Office to prosecute anybody while they themselves are tied up in a lawsuit, no matter how frivolous, ill-founded and wrongheaded.

Just because a buffalo is dull, wounded and extremely cross-eyed doesn't mean you can ignore the fact he's charging in your direction.

McCandless' email set off a storm of discussion, and I was lucky to receive all or at least most of the email discussion in my ever-packed inbox, which is pretty much a pipeline to my blog.

I know readers want it. I know you do. Here it is...


After McCandless' original message, Police Chief Timothy Dolan emailed Peter W. Ginder, asking if Ginder had been "consulted" about this matter. Ginder said he hadn't been consulted "on this direct issue" though he was aware of the overall issues. Jim Moore (no relation to Jerry Moore, it would appear) is handling the JACC civil suit but has been "out for two weeks." Unknown if anyone has talked to the criminal division, said Ginder.

McCandless jumped right back in, saying, "I think Michael 'Kip' Browne talked to someone in criminal. The problem is that if this went to charging, it would be the County Attorney's case, not the City Attorney. The property taken is valued in the thousands of dollars, plus the financial records contain personnel information on all past employees, including their SSN's. Considering Jerry Moore's past associations with Tynessia Snoddy and Larry Maxwell, lord knows what he could do with the info."

"The criminal investigation," McCandless wrote, "was shut down within 24 hours of the incident and hasn't even been assigned to an investigator as far as I know. This, according to Lt. Rugels (sic, should be Rugel) was on orders of the City Attorney's Office. We need this investigated."

After this there was some cc'ing, some promise of getting back. McCandless fired off another email, as follows.

"We are still waiting for an investigation into the burglary which occurred after Jerry Moore was fired as the JACC Executive Director and Ben Myers was ousted as the Vice Chair. We have a more evidence (sic) and even a witness to the crime , but still no police investigation. Judge Porter has been pretty clear in his decision that the current JACC leadership is acting responsibly. Stealing the property of our organization is not legal and should be investigated and, if appropriate, charged.

"Since the City Attorney is not the charging body on a felony (last time I checked, Burglary (sic) and theft over $1000 was a felony) I can see no conflict of interesting in perusing this investigation. (Sic, "perusing") If I am wrong and the City feels there is a conflict, perhaps Hennepin County Sherriff's detectives would help us out in this matter. Please advise ASAP. We need our property back or the perpetrators held accountable."

At this point, 4th Precinct Commander Mike Martin said, "Ann, (sic) We are still waiting for a response from the City Attorney's Office about whether we can pursue this case or need to seek help from another agency. As soon as we hear from Jim Moore we will move forward."

Ah, but McCandless has heard this all before and she's on a roll. She fires back as follows:

"It's been three months since the burglary and one month since Judge Porter's decision. I'm afraid our patience is wearing thin. I cannot help but wonder if Linden Hills Neighborhood Assn or one of the other 'better' neighborhoods wouldn't get more response from the City. We need our equipment back or the people who stole it held responsible. I know it isn't your decision, Mike, but I'm tired of making excuses to my neighbors and fellow board members."

This talk of "Linden Hills" struck a nerve with Mike Martin, who responded as follows.

"Anne, We are doing everything we can to support you, but don't want to subject ourselves and the taxpayers to further liability without advice from the City Attorney's Office.

"We have sent on-duty officers to keep the peace at your meetings, our officers took the burglary report when the property was taken, we continue to provide extra patrol to the JACC house to prevent further thefts or vandalism, and we have supported you in fighting the Temporary Restraining Order. In return, we have been sued, we have depleted resources that could be used to address crime, two of my officers now have formal complaints on their records, and our officers have been maligned in the media. Now you take a shot at all of us by implying that you could get a better response if you lived in Linden Hills.

"My officers and I work on the Northside because we love it up here and believe the residents here deserve the best service. It won't do any of us any good to proceed without some good advice. We don't want to risk making the situation worse."

Anne McCandless--who knows very well what it's like to get sued by Ben Myers, but that doesn't actually silence her--fired back as follows:

"The support from the police has been great. I just wish the City Attorney would make a decision. This is dragging on and on and in the meantime, we are handicapped by not having a decent computer, any of our files, not even a decent printer, all of which are rumored to be in Ben Myers office. It just doesn't seem like it's such a huge decision for the City Attorney to make. Either let the police do their job or turn it over to the county.

"My remark about Linden Hills was referring to the perception of some sections of the city having more political clot at City Hall, (sic, probably means "clout at City Hall") not the police."

Finally, Jim Moore from the City Attorney's office answered and, though his response was hardly to the liking of McCandless, et al, he certainly did help to resolve where the issue stands, saying as follows:

"Ms. McCandless, I am sorry that it took me a while to get back to you on this issue, but if you have been reading the papers you see that I have been quite occupied with other cases since your original message was forwarded to me, and I wanted to make sure that I fully investigated the City's options before responding to you.

"I have discussed your request for a police investigation with numerous representatives of the Minneapolis Police Department. The overwhelming consensus is that this case is not the sort of matter that the MPD would ordinarily pursue with a criminal investigation. The dispute between the members of your organization and its equipment and papers is a civil, not criminal, matter. MPD does not investigate such matters. In fact, some MPD employees with whom I spoke recalled a similar incident at a local church occurring within the past few years that the MPD did not investigate."

(JNS asks: anybody have any idea what matter is being referenced here?)

"In addition, I am not clear what you would expect from a police investigation. Even if the missing equipment and papers could be recovered by MPD, they could not be released to your group absent a court determination of ownership. In short, the pending civil case in which you and the City are co-Defendants seems to be the perfect forum to address the issue.

"I hope that you would agree that, in light of the pending lawsuit and the conern that Plaintiffs would claim retaliation, the MPD would be ill-advised to conduct a criminal investigation into this matter if it is not the sort of a case that MPD would ordinarily investigate. Since I have concluded that this is not the sort of case that would ordinarily get investigated, I cannot advise the MPD to do so in this case."

At this point, JACC Treasurer Bob Hodson weighed in, as follows:

"Anne, Thanks for initiating this conversation. I am adding these emails to my 'Due Diligence' file. You know that my primary concern in this is the matter of personal identity and financial information stored on those computers and the risk of identity theft. I am especially concerned because of the alleged history of Jerry Moore and his close associates using stolen identities (as in the Maxwell case currently going through the courts) combined with Mr. Moore's likely access to those machines.

"I find it at least a bit surprising that the city attorney's office (or the county or the state) have shown no interest in comparing stolen or false identities used in Maxwell to information on the JACC machines, but maybe they don't see much of a need or risk on that point.

"In any case, since this email exchange has taken place, when the feds come knocking on our door (identity theft being a federal crime) asking to see what we have done in an effort to retrieve and re-secure the identity info, at least we can show them these emails along with the other information we have and send the feds on to the city attorney's office to ask them why nothing was done. Let it be on their heads.

"That being said, it may now be time for us to go to the federal authorities ourselves and at least have a conversation with them about this in relation to the identity theft risk and ask how they suggest we proceed. In spite of the odd and strangely defensive response from Michael Martin, I do not believe it is the MPD holding this up at all. So it seems now that all roads lead to the city attorney's office on this one, to the detriment and frustration of both JACC and MPD.

"It al (sic) seems that the city attorney's office is choosing to do nothing. While I acknowledge that they may have their reasons for a course of inaction, I have little patience for that brand of palace intrigue. Further, I do not believe that JACC enjoys the luxury of doing nothing, especially when one considers the actors involved here. We should probably discuss our next steps at our next Exec. Cmte. meeting.

Contributing the last email to the chain, "New Majority" JACC Chair Kip Browne alluded to a conversation (apparently not by email) with Commander Martin, and hoped to continue building the relationship with MPD. Browne mentioned that, after a long hiatus under the amazingly bad "Old Majority" leadership (that's my paraphrase, not Browne's) the Jordan Neighborhood was finally re-establishing its public safety committee meetings, with the first one to be held May 20, 6:30 at the JACC headquarters.

Other sources tell me the meetings were derailed for a long time, and sometimes MPD representatives would show up only to find the meeting had been cancelled. Public safety was clearly not a priority with the "Old Majority," which is one of the major reasons they are out on their collective (expletive).

AND THAT REMINDS ME OF A JOKE!!!!

No, seriously, this is a joke told by somebody in the course of a discussion at the "Broadway Pizza policy booth" with some neighborhood movers and shakers present. It's not so much a "joke" however as a humorous impersonation/parody, as follows:

MY IMITATION OF Al McFarlane (or Jerry Moore, or Ben Myers, or for that matter Kenya McKnight) calling 911 on a drug dealer standing on a corner in North Minneapolis, dealing dope in broad daylight.

"Hello?! POLICE?! Yes, I need you to send somebody to Juarez, Mexico right away! There's a CIA drug cartel and it's pumping drugs into North Minneapolis, and some of those drugs have somehow ended up at the corner of--well, never mind which corner, just send as many cops to Juarez, Mexico as you can RIGHT AWAY!"

A pause, and the police dispatcher is saying something on the other end. McFarlane nods, up and down, and then finally says, "I understand, yes, Mexico is outside your jurisdiction. I see."

Long pause.

"OK, then," Al McFarlane finally says, "COULD YOU PLEASE SEND SOME OPPORTUNITIES FOR MEANINGFUL JOBS TO THE CORNER OF 22nd AND LYNDALE AVE. N. RIGHT AWAY??!!??!"

Get Yer Positive PR Spin And Sugar Coating, Right Here! Rock Collecting Club Organizes On 6th Street N., Good Time Social Activities Expected!

Jealous that a 70-year-old woman has managed to find herself a fulfilling hobby, plus get attention in the blogosphere, (see previous post) members of the "6th St. Rock Club" are organizing their own collecting activity...

There is talk behind-the-scenes of having some kind of large gathering which will feature a "stone soup" pot luck, hopefully with plenty of police attending to ensure the safety of the more rare and valuable rocks which--it is said--will absolutely blow away the 70-year-old woman's one-and-only rock in her rather overly-publicized collection.

It is said the whole tone of our North Minneapolis Summer 2009 is being (dare I say?) "set in stone" right now, depending upon how an incident like this is responded to by neighbors and, of course, police.

The thugs who hang out at 2207 6th St. N., the home of Calvin Stovall and Genevia Brown, appear to not realize THINGS HAVE FUNDAMENTALLY CHANGED IN THIS PART OF NORTH MINNEAPOLIS. Decent people committed to neighborhood revitalization outnumber the scum committed to a thug life in "the hood." Decent people are talking to each other, very actively, using forms of social media including but not limited to this blog and e-democracy forums.

Furthermore, we have the ability to publicize, publicize, publicize what is happening at 2207 6th St. N. and how it is messing up the neighborhood. Whatever the "6th Street Rock Club" wants to publish--whether it be information, candid personal photos, or links to video posted on YouTube--this blog stands ready to do their bidding.

Have I mentioned that, in light of incidents like this--which certainly are heard about, whether this blog publicizes such incidents or NOT--the only viable strategy to effectively market North Minneapolis is my revolutionary theory of "Market And Romanticize The Struggle?"

Just thought I'd throw that out there. AGAIN.

This Is 2729 3rd Street North On Drugs...

After reading about the recent drug raid on 2729 3rd St. N., one of my regular readers and contributors went by the house and snapped a picture...

What do we see here? Hmmm. Nice fence all around the property so nobody can just walk up to the door. An alarm company sign. A "Beware of Dog" sign.

Note how the grass around the house is about as neat as it can be in early Minnesota spring. Indeed, there is no reason for anybody to complain about the house and cause some city official to be sent out to make inquiries. The house is not easy to approach, but it's also not suspiciously like a fortress. Put this one right in "Better Homes And Grow Operations" Magazine.

Yes, Some damage is obvious right above the front door, but one suspects that happened during the police raid and associated search.

Will some kind of drug forfeiture law be invoked on this property? One waits and wonders. But thanks to the brave men and women of the 4th Precinct, that's one less drug dealer in our neighborhood. In the background there might lurk some good citizen who made a phone call or two, who knows? If this blog knew, this blog wouldn't be telling.

Drug Raid At 2729 3rd St. N.

Lt. Jeff Rugel of the 4th Precinct sent an email to a number of people, myself included, with an update on a drug raid at 2729 on Thursday night. Rugel writes exactly as follows...



The 4th Pct Directed Patrol raided 2729 3rd Street North last night and dismantled a pretty sophisticated indoor marijuana grow.



(By which Rugel apparently means "growing operation" in clipped cop-speak)



They took several dozen packages of harvested weed and four large live plants, along with thousands of dollars of grow lights, transformers, and a carbon dioxide generator. They arrested the lone resident, who is the homeowner.

Rugel did not provide the name of the homeowner, but it is a rather simple matter to look it up online. Despite some confusion in the property records--two listings coming up for the same address--it appears the property owner is Kyle Miller, who purchased the property for $217,000 on September 30, 2004. If this is not correct, and Mr. Miller is not the property owner, this blog is open to receiving contrary information.

3024 6th St. N. Goes Down--Crackheads Watch With Grim Expressions

The drug den at 3020 6th St. N. had a ringside seat to today's demolition and one reliable source tells me there was some kind of strange, yelled conversation between somebody hanging around 3020 6th St. N. and somebody on the demolition crew at 3024. Pictures reportedly exist, but I'm waiting to see if those are forwarded.



In the meantime...



...here's an image accidentally captured by Jeff Skrenes, the Hawthorne Housing Director. Jeff was snapping a few pics for neighborhood newsletter purposes or whatever, and later realized he'd caught an image of some random crackhead standing on the steps of 3020 6th St. N., watching the demolition of 3024 right next door. (Can you find him "Where's Waldo" style?) 



Keep in mind, the two houses were owned by the same guy and 3024 is now past foreclosure, past redemption, and occupancy is hanging on based upon nothing but slack in the law for tenants. Watching the backhoe do its work must feel like watching a crystal ball into the future, if you live at 3020 or just buy crack there regularly. (And, yes, from what we could tell...business was brisk at 3020)



It's not a foregone conclusion, however, that 3020 6th St. N. will be demolished. Given how notorious that house has become (and this blog has played no small roll in THAT) some have suggested it would be a major political and social statement for the house to be restored, beautified, and occupied by law abiding people...who will want to have one heck of a security system.



There is loose talk of a yard party planned for the day when 3020 6th St. N. is finally vacant and evacuated.

3024 6th St. N. Goes Down--"The Devil" Is In The Detailed Back Story Of Crack, Prostitution, And Overdue Water Bills

An anonymous source I will identify only as a "Hawthorne resident" sent me the juicy "back story" of how 3024 6th St. N. came to be demolished today. The story came as an email, which I'm printing as it arrived except for inserting paragraph breaks, and so forth.

Here it is...

Through PPL, we tried to purchase this property from Evannor (Haymon) quite some time ago. It is a parcel that is included in Phase I, so it is a crucial piece of the EcoVillage. It was well known that Evannor was running prostitution out of that property at the time we were trying to purchase it. But because of rules associated with the funding we had available to buy the place, if we even got to a certain point in negotations while the building was still occupied, we'd have to pay relocation fees.

Well, the neighborhood had no intention of paying possibly tens of thousands of dollars to the devil's demons and demonesses, even if it wasn't technically "our money." (Side note: if we had done that, he may have had enough money to pay the mortgage on 3020 and then where would we be?)

Plus, we just knew that he'd fill the place up with "tenants" to maximize the relocation dollars and really screw us over even more if we started playing that game. Oh, and of COURSE he wanted significantly more than market value for the property anyway, and what little negotiations we could have were nowhere near productive.

At the time, he was significantly behind on the water bill. (JNS says: a conversation with my source said the water bill was, at one point, in the thousands...which is really hard to pull off, considering how cheap municipal water is in the "City of Lakes.")

So we figured the easiest and fastest way to vacate the property was to shut of the water, declare it unsanitary for habitation, and then keep it vacant long enough so that relocation fees no longer applied.

Well, we did just that, but somehow water still continued to flow to the property. We were mystified. It turns out he had broken the stop mechanism in the street so that turning off the water elsewhere had no effect. And this also revealed to us an interesting bureaucratic loophole. As long as water was flowing to the property, it could not be declared "unsanitary for habitation." It didn't matter whether the water was LEGALLY flowing to the property or not.

We then got the required repair on the city's to-do list, but kept on getting the equivalent of a bad customer service automated response like "Thank you for contacting the city with your concern. All maintenance requests are handled in the order they are received." We couldn't even get an ESTIMATED time of when they'd get to the repairs.

In our predicament, Council Member Diane Hofstede was absolutely integral to our getting the situation resolved. I know there've been concerns about her responsiveness in Hawthorne, and some of those concerns were valid. But she hit it out of the park on this one. Thanks to her work with us, this repair issue got moved to the top of the list and the water was finally shut off. Prostitutes were vacated and forced to go...well, next door, (to 3020 6th St. N.) but at least with no relocation dollars in hand.

We tried to buy 3024 from the devil again, but of course he still wanted way too much money. But wihtout any income from the place, it quickly went into foreclosure--quickly enough that we're pretty sure it was already pretty far down that path.

Once the bank foreclosed, we were able to purchase it from them at a fair market price. And that's the back story to 3024 6th St N.

Poor Widdle Sex Offender's Former House Going Down For Sure THIS TIME

Word comes from a reliable source that 3024 6th St. N. will be demolished today or tomorrow. I've been told this before and the demolition has not come to pass, however, this time....



...I see a bunch of debri has already been piled up in front of the step, the backhoe is in place, and the demolition contractor is All Metro Excavating, known as AME. So it seems pretty like that, this time, 3024 is coming down. 



Preservationist Connie Nompelis (No-bell-iss) is unhappy with this demolition, as sees the structure as capable of renovation. The structure is likely doomed because of its location, not its condition. This is a case of "elbow room for the Eco Village." 



I'll have mixed feelings about seeing this one go down. But my feelings surely won't be as INTENSE as the feelings at 3020 6th St. N., where there must be a strong sense of everything changing, and the Backhoe of Doom drawing closer.

Crackheads Can Be FUN In The Hawthorne Eco Village


Right after Saturday's Fifth Ward DFL Convention, Housing Director Jeff Skrenes was giving me a ride so I could blog like a crazy man, when my phone rang. It was Hawthorne Chair Peter Teachout. His pregnant wife, JoyAnne, was in the hospital...

Peter needed me to go watch his house and keep it secure.

"Turn the car around," I told Jeff. "I need to go to Peter's house."

Peter has an internet signal, so I was able to make a lot of blogging progress while sitting at their kitchen countertop, eating leftover fried chicken. (Well, I have to get paid for house sitting SOMEHOW) The house seemed like it was in "mid life," with stuff like pastry left on the kitchen counter.

I worried. I fretted. I thought of Peter's children and JoyAnne and the new baby and--being an oldest child, I can't help it--I came up with one awful, worrisome scenario after another.

And then there was a noise at the door. I jumped up, cell phone in hand, ready to call 911 and face down an intruder.

Oh. It was Peter. And JoyAnne was right behind him. She looked fine. It was a mysterious who-knows-what nothing. Could have been false labor. It happens, she said.

Peter gave me a ride home, and I commented on the paint job to his front door contrasted against the color and trim of his house.

"Red, white and blue?" I asked. "You REALIZE when you painted the door blue, you made the house red, white and blue?"

Yes, Peter agreed. The color scheme was no accident. I had to wonder if there was some connection to his truck getting torched on the 4th of July by the crackhead minions who live right across the street, living on borrowed time post-foreclosure, post-redemption period. Like it says on the redneck t-shirt: THESE COLORS DON'T RUN! 

Right at that moment, some random crackhead was standing on the steps of 3020 6th St. N., patiently waiting.

I guess the recent police raid just slowed "3020" down momentarily. It's pretty much back to running at full capacity.

Peter saw the crackhead, too. Suddenly Peter had that Wisconsin country boy grin on this face, the kind of look a guy gets when he SERIOUSLY BELIEVES God has 10,000 angels watching him, and so crackheads visiting the drug den right across from your residence where you live with a wife and three small children (one more on the way) can be a source of, well, amusement.

Refrain," I hissed to Peter. "Refrain."

"Gee," Peter said to me, loud, but he wasn't REALLY talking to me. "That place will be shut down soon. It's been foreclosed. I wonder where people will go to get their DRUGS?! Won't be able to get drugs THERE anymore. TOO BAD."

Words very much to that effect. 

The crackhead stood on the steps and looked back toward us, a woeful sight. First, nobody was answering the door right away to sell him drugs, and now he was being verbally tormented by Peter the Cheesehead. 

Once "3020" is vacant, that whole section of 6th Street will be pretty much cleaned up. So much demolition, so many 911 calls, so much videotape shot by Jake and Gabe of 611 Authentic. But now the area once called "Ground Zero" for drug crime has seen crime drop to ZERO on one particular week.

And yet the dealing continues out of 3020 6th St. N. The time when the House From Hell will be vacant is moving forward steadily; a rental license only allows the drug dealing renters to stay for just so long. Soon enough, they will be OUT.

But until that day one counts the months, weeks, days.

And sometimes one counts the hours.

Doing The Dirty Deal In Front Of Hawthorn (Sic) Crossings Strip Mall



In a spirit of full disclosure, I should mention Megan Goodmundson gave me a ride to the 5th Ward DFL Credentials Committee meeting. Megan is affiliated with the campaign of Don Samuels. I am, however, a Green Party member and have never been DFL. 

While we were waiting for traffic at Bryant Ave. N. and West Broadway Ave., Megan saw a drug deal go down right in front of us, across from Hawthorn (Sic) Crossings Strip Mall.

"Did you see it?" Megan asked. "Did you see the hand off?"

Well, I'd seen how two men going in opposite directions had gone very close to each other. I'd caught the odd movement of hands coming together but no pausing, like you would pause to greet somebody with a handshake or fist bump variation. But Megan had seen the deal go down because she was watching for it, anticipating it. I asked who was the receiver versus passer; i.e., who had the crack right now? Megan indicated it was the guy jaywalking across Broadway.

Hey, when...

...you smoke crack, who cares about a little jaywalking, right?

I managed to snap this photo as we passed by on the way to the Credentials Committee meeting. I didn't bother calling 911. What am I going to say? There's a nondescript male in front of Hawthorn (Sic) Crossings who just got some kind of "hand off" on the 900 block of West Broadway? I may as well call the street department and tell them about cracks in the sidewalk. If I'd been stationary at that moment, heck yes, I would have made the call. But being in a hurry and being unable to keep my eyes on the suspect, it would have been a big waste of time.

No, it's better to snap a picture, get on my blog, and point out the 900 Block of Broadway--especially the area in front of Hawthorn (sic) Crossings strip mall--continues to be an open air drug market. (Though, to be fair, it spills all over the 900 block, on both sides of the street)

Did I mention this strip mall is my blog bitch and I will write about this place until something fundamentally changes? Yeah, I think I did.

Doing Laundry With The Drug Dealers At Hawthorn (Sic) Crossings Strip Mall


Last night, I got my laundry half-finished at the apartment of the neighborhood housing director, Jeff Skrenes, and so I had to haul back a big rubberized canvas bag of stuff that was clean-but-wet. I thought, well, I'll just go to Spin Cycle at Hawthorn (Sic) Crossings strip mall. My plan was that I'd go early in the morning, before the drug dealers awoke from their long slumber, visions of crack fairies dancing in their heads...


I figured if I got to the strip mall first thing in the morning, I wouldn't have to rub elbows with the thugs. Well, no such luck. The thugs have their own form of a work ethic, and they were actually out in force.

I read a discarded newspaper--the story of two North Minneapolis minors who beat a woman to death, and her 10-year-old son--while, outside in the parking lot, drug business was brisk.

At one point, one of the dealers came inside and sat in the corner. A woman who was sweeping the floor at the laundromat came up to him and told him, politely, he'd have to take his business outside. He stood up with a surly look, but walked outside, silently.

Gee, I wish my friend Jeff had a better clothes dryer.

There's a story behind my big rubberized canvas bag, which is so convenient for laundry and--just as importantly--conveys a certain sense of self-worth that you just don't get from hauling your laundry around in a black plastic garbage bag. Every time I see somebody hauling their clothes around in a garbage bag I think, "Does this person have no sense of self-esteem?"

Anyway, here's the story of where I got the bag.

I was working for an owner of "affordable apartments mogul" in Grand Forks, North Dakota, and one day he told me to clean out a storage locker which had been abandoned for, lo, many years. I took the contents of the locker--well, the stuff I didn't want for myself--to the Association For Retarded Citizens thrift store, per my usual practice.

But I kept that big rubberized canvas bag, which originally held ice skates and hockey equipment. The name of the hockey player is actually written inside, in Sharpie marker.

Well, a day or two after we cleaned out the storage locker, somehow the owner of the junk got word and was REALLY UPSET.
He ended up going to the ARC thrift store and, I hear, buying back his own skates, venting his rage on the handicapped. (Which was a lot better than being told his stuff was in a landfill, I think. Waste not, want not)

But I still have the rubberized canvas bag. The owner of the apartment building told me, heck no, I didn't need to give back the bag to that (expletive). Just keep it. So I've had the bag since, like, about 2003.

In the back of my mind, though, I'm always expecting some angry "Fighting Sioux" hockey player to come charging up to me at a laundromat, yelling, "HEY!!! THAT'S MY SKATE BAG!!!!!!"

This minor worry was not on my mind today, however, as I did laundry within sight of drug deals in the parking lot of the Hawthorn (Sic) Crossings strip mall.

No Loitering At Hawthorn (Sic) Crossings Strip Mall? That's A Laugh!



Blame Brian Thao Worra and his Facebook discussion about overdosing on shamrock shakes. I got a powerful hankerin' for a shamrock shake, so I walked to McDonalds at Hawthorn (Sic) Crossings strip mall. If I wanted, I could have bought something green in the parking lot, as well.

...a NO LOITERING sign at Hawthorn (Sic) Crossings. This is, of course, a bitter joke. Very little BESIDES loitering seems to happen at Hawthorne (Sic) Crossings. Just a few blocks away, near 29th and Aldrich, two children were caught in gunfire, probably violence fueled by the drug trade. Meanwhile, this strip mall is a pus-filled reservoir of drug trade activity, taking place in plain sight. And the mall management appears to simply look the other way.

The shamrock shake was pretty good, though.

Hawthorne Neighborhood Crime Stats Triumph--Well, Sort Of

...the map shows NO CRIMES IN THE ECO-VILLAGE AREA.

The Eco Villlage--which is bordered by Lyndale Ave. N., Lowry Ave N., 4th Street N., then to Lyndale via 30th Ave. N.--used to be "ground zero" in the war against crime. In fact, Mayor Rybak himself used the phrase "ground zero" when dedicating the tree nursery in that area.

It's been apparent for a long time that crime in the Eco Village area had gone WAY DOWN, despite the orderly and well-regulated pill house and crack smoking lounge at 3020 6th St. N.

However, just how much crime had dropped took us as a bit of a surprise. A few days ago Jeff just about BOUNCED UP TO ME with the latest neighborhood crime map in hand. There had been NO CRIME IN THE ECO VILLAGE AREA. In fact, there were big swaths beyond the Eco Village with no crime, also.

This week, me and Neighborhood Chair Peter Teachout went driving all over Hawthorne, looking for crime we could call in to 911. We must have driven around for half an hour. We found nothing. NOTHING. This should have been like a triumphant tour but, well...I must confess, I was a bit bored.

And, besides, our victory tastes like ashes. There was the shooting at 29th and Aldrich Ave. N. in which two children were injured, merely standing a block away. Their bodies just happened to be where the bullets ended up. 

Just a week before, I had been driving around with Brian Reichow and I used Brian's phone to call the police on a group of minors out after curfew AT THAT VERY CORNER. But the minors who were hit in this incident were apparently doing exactly what they were supposed to do, waiting for a field trip. 

It's very difficult to revel in the triumph of a dry little map of crime stats when some children have been hit by a random bullet in the very heart of our neighborhood, which is Farview Park. 

Jeff's smile was genuine, but momentary. We have a long ways to go.

JNS BLOG EXCLUSIVE: Kennedy Holdings LLC versus Evanner Haymon, Lawsuit Documents In PDF Form



Today, somebody paid a visit to both Hennepin and Ramsey County District Court, and obtained the documents in regard to the Kennedy Holdings versus LLC lawsuit. Here's a little summary of the case...

The case went like this: Evanner Haymon--whose claim to fame in North Minneapolis is ownership of 3020 6th St. N., described by one police official as a 1990s-style smokehouse for crack consumption, recently the subject of a police raid--also owned a residence at 7720 Edgewood Drive, Moundsview, Minnesota. He made out a promissory note on January 20, 2006, to Violet Woods. The note was secured by the "Moundsview property."

Haymon defaulted on the loan, not making monthly payments. Kennedy Holdings came to own the note, and sued Haymon, who made "no answer" in court. In delightfully understated lawyer language, the legal paperwork describes Haymon as "occupation unknown." Kennedy Holdings, on the other hand, is described as dealing in "the acquisition and sale of real estate."

In the documents, two different home addresses appear for Haymon: 2942 Aldrich Ave. N., another North Minneapolis property known to be in foreclosure and--this is kind of a surprise--4171 Xenwood Ave. S., St. Louis Park, MN, 55416.

The case was resolved pretty easily: Haymon made no answer in court, and judgment was by default. The case took place in Ramsey County but--apparently because Haymon has property and income in Minneapolis--the judgment was filed in Hennepin County.

It may not be terribly exciting, as far as legal cases go. But to those of us who are fighting to create a better world in North Minneapolis, and are faced--time and time again--with a crack house in the middle of our Eco Village project--this lawsuit against Evanner "The Devil" Haymon is FASCINATING.

Hawthorn Crossings--Your One Stop Open Air Drug Market





Now that MPD raided 3020 6th St. N., I don't really have as much to gripe about when it comes to open air drug markets.

It's time to start griping about Hawthorn Crossings, a strip mall on West Broadway Avenue. The...

...mall has US Bank as an "anchor tenant," and a McDonalds, a coin laundry, some kind of "dollar store" place. There is pretty much constant drug dealing in the parking lot...sometimes low-key, sometimes more blatant, but it's fairly constant. Sometimes groups of as many as a dozen n'er-do-wells just congregate and loiter, scratching their 'nads.

In researching this place, I see a lot of plans being thrown around in association with the revitalization of West Broadway. Well, yippy skippy. While we wait for utopia to arrive, for how long are we supposed to just passively tolerate this open air drug market? I've talked to a few other folks who say the same thing: they avoid this place because of the constant dealing.

If anybody has some nice close ups of the transactions taking place here...stuff taken with a telephoto lens...I'll be happy to publish those images. Really, that goes for all the drug dealing in North Minneapolis. If people send me pictures, I'll slap that stuff up on this blog.
